ATTCAMO is the outlet of AVIATION TECHNIKS & TRAINING INTERNATIONAL responsible for continuing airworthiness of aircraft. We are an NCAA approved Continuing Airworthiness Management Organization (CAMO), based in Lagos Nigeria, specializing in Continuing Airworthiness services for commercial aircraft and non-commercial aircraft operators. Having obtained our approval on the basis of the Five-Phase auditing processes of the Nigerian Civil Aviation Authority (NCAA) I.A.W. the Nig. CARs. 2015, we are the first stand-alone providers of Airworthiness Management in the Nigerian Airspace.

Airworthiness is a fundamental requirement for an aircraft to be operated. Ownership and management of aircraft assets demand the fulfilment of numerous legal and technical requirements. Our services includes , but not limited to the following

  • ATTCAMO specializes in performing Airworthiness & Maintenance Review Certification (ARC / MRC) for commercial aircraft and non-commercial aircraft operators in line with NCAA regulations. The Nig. CARs requires a Six (6) monthly review on all aircraft operating within Nigeria’s airspace. This action involves Physical Inspection of the Aircraft and Documentation Audit of all records, ATTCAMO is equipped with well-trained airworthiness engineers with versed knowledge and skill to ensure the health and aesthetics when managing the airworthiness of our customer`s aircraft or fleet. We schedule the necessary audit, providing the authority with the required report of physical survey, document reviews and the subsequent recommendation of the review process in a timely manner avoiding unnecessary and costly downtime. A full documented review of the aircraft records is carried out by our responsible managers In order to satisfy the requirements for the provision in the Nig. CARs. 5.8.1.10, 5.8.1.11


  • AIRCRAFT DOCUMENT REVIEW
    Document review shall always be pre-planned to correspond with maintenance activities in which aircraft can be assessed in its entirety and required documents can be assessed and verified. a FULL DOCUMENTED REVIEW of the aircraft records shall be carried out by ATTCAMO’s Maintenance Review Engineer in order to be satisfied that:

    • Airframe, engine flying hours and associated flight cycles have been properly recorded.
    • The flight manual is applicable to the aircraft configuration and reflects the latest revision.
    • All the maintenance due on the aircraft according to the AMP has been carried out.
    • All known defects have been corrected and carried forward sheet is in a controlled manner.
    • All applicable airworthiness directives have been applied and properly registered, and;
    • All modifications and repairs applied to the aircraft have been registered and are approved.
    • All service life limited components installed on the aircraft are properly identified, registered and have not exceeded their approved service life limit.
    • All maintenance has been released in accordance with this Nig. CARs Part 5.
    • The current mass and balance statement reflect the configuration of the aircraft and is valid
    • The aircraft complies with the latest revision of its type design approved by the Agency.

  • AIRCRAFT PHYSICAL REVIEW ATTCAMO’s Maintenance Review Engineer shall further carry out a FULL PHYSICAL SURVEY of the aircraft and shall endeavor to plan physical survey to be conducted during maintenance activity. The Maintenance Review Engineer shall ensure that:

    • All required markings and placards are properly installed, and;
    • The aircraft complies with its approved flight manual, and;
    • The aircraft configuration complies with the approved document, and;
    • No evident defect can be found that has not been addressed and;
    • No conflicts can be found between the aircraft and paragraph (a) documented records.

Maintenance Planning plays an essential role in the overall aircraft operation and management. Nowadays, making an aircraft continuously airworthy possess significant challenges to a business in terms of achieving the multiple and sometimes conflicting goals relating to maintenance and operation costs and desired service levels, including safety.

In reality, planning and scheduling of an aircraft maintenance can be demanding, especially in the business aviation sector. It is a fine balance between the aircraft operator`s needs to meet the optimal levels of aircraft performance and MRO/AMO spare-parts availability at decreased downtime. Having so many variables in the equation is calling for not only a reliable computerized maintenance management system but also an experienced team to ensure the most effective way to implement the maintenance program. This is moreover needed considering that studies into industry practices show that only half of the overall maintenance workload come about as a scheduled maintenance, findings during aircraft lay-up are a common reason for the overall delay of the aircraft release to service.

  • MP - Maintenance Program
    We develop Maintenance Program (MP) for commercial and non-commercial operators. And we see to its approval by the authority. The Aircraft Maintenance Program after NCAA approval shall be an approved maintenance program (AMP) for the on-schedule undertaking of all maintenance work. The AMP describes all aircraft-specific maintenance measures, complete with the intervals. The basis is the Maintenance Data (MD / MPD / MRBR etc.) provided by the manufacturer, however, the AMP will also include all the other specific inspections for the serialized aircraft. We are using smart software program in the development of the MP that allows us to create the most comprehensive AMP including all relevant data specified, completely with thresholds, intervals and, if applicable, tolerances. The applicable part numbers are also stated, particularly in the case of service-life-limited components.

  • Minimum Equipment List (MEL)
    The Minimum Equipment List (MEL) is a document approved by the authority and it is required by Aircraft operators (AOC). Each MEL is compiled on the basis of the Master Minimum Equipment List (MMEL). This is a list issued by the manufacturer or the authority, stipulating which aircraft equipment constitutes the minimum that must be available for safe flight. Keeping in mind that any MEL must be tailored to the operation of the aircraft and the requirements of the authority of the country of registration, we take under consideration the special requirements like ETOPS, RVSM and other customer operation criteria when developing the Minimum Equipment List (MEL) for our customers. Since this technical document is the basis for the decision-making process for the certifying staff and/or the pilot’s prior to flight or the crew in the event of a technical defect occurring during a flight, we ensure that the highest safety and professional standards are applied.

  • Purchasing an aircraft is a long and complex transaction between two parties. Having a neutral and yet very experienced third party to go through all maintenance related documentation as well as physical examination of the aircraft to ascertain its airworthiness is what is important. The Process of Pre-Purchase (PPI) inspection involves thorough examination of the aircraft conditions, checking for damages and deterioration that may not be easily spotted by the untrained eye. Usually, the extent of Pre-Purchase inspection is determined by the client`s needs in combination with the complexity of the aircraft under inspection. Though it may not be as detailed and complex as an annual inspection, having a comprehensive pre-buy or Pre-purchase inspection is highly recommended to prevent any future heart ache or headache due to unforeseen or hidden troubles. The PPI process can be divided into:

  • PAPERWORK EXAMINATION INCLUDING:

    • Examining the validity of the airworthiness certificate
    • Research into Airworthiness directives
    • Service bulletin compliance
    • Inspection of the logbook for entries suggesting repairs due to an accident or incident
    • Annual inspection entry review
    • Comparison of aircraft serial numbers with the one listed in the logbook
    • Verification of the engine and/or propeller times since major overhaul etc.

  • THE PHYSICAL SURVEY, INSPECTING THE:

    • Fuselage and Empennage
    • Landing Gear
    • Engine and related systems
    • Propeller(s)
    • Wings and Flight controls
    • Cabin Interior and Cockpit
    • Systems basic operation check
    • Any other Specific emphasis on systems and/or structures as required by the particular aircraft.

Once, our team of experienced inspectors completes the above phases, a Pre-purchase inspection report is issued. Aircraft registration also plays a key role in the purchasing process before a Recommendation for import and other relevant documentation is issued.

Over the years we have witnessed an increase in the number of aircraft, both new and pre-owned, being imported and registered in Nigeria. The very pro-business corporate taxation system, strong legislative framework and extensive double taxation treaties together with the comprehensive registration possibilities for non-commercial/ commercial air transport makes Nigeria attractive destination for both Aircraft Operators and private owners. The two main processes taking place when aircraft is sold to a buyer in a different country are the export and import. Once the sale is finalized, the aircraft needs to be deregistered from the country of register with an Export Certificate of Airworthiness (C of A). Once the aircraft is delivered and customs-cleared, an Import Airworthiness certificate for the new country of registration needs to be issued verifying the conformity with the local authority`s regulations and requirements.
